- Each monthly file restates the whole inventory. Observations carry the data month as source_revision; a changed value for the same period is stored as a new row. capacity_projects rows are keyed by plant, generator and file month and are never deleted.
- Authentication
- No API key. One XLSX workbook per data month, about 14 MB, downloaded from xls/<month>_generator<year>.xlsx (newest) or archive/xls/ (earlier months) and cached under INGEST_CACHE_DIR/eia860m.
- Rate limits
- Not published. The adapter fetches each monthly file once and keeps it; a refresh downloads only months not yet cached.
